NEW DELHI : A mandatory provision in the Right to Education (RTE) Act for automatic promotion of students till class VIII is being rectified partially to bring back the performance-based promotions at class V and VIII as recommended by a panel of the state education ministers. It may, however, become effective only in the next academic session.

Under the 2009 RTE Act, the primary and middle class students cannot be failed, irrespective of how they perform in the school exams. Some wanted this no-detention policy scrapped as it created a havoc since the students took it easy since they won't fail even if they did not study, but the final decision was to put the filter only at Class V, in addition to Class VIII where passing the exam is necessary to be promoted to class IX.
